Bring main promotion-merge topology (#81/#82) into protected dev so dev is a valid descendant base for the next dev->stage->main cycle. dev already contains main runtime content (incl. persist fixes dc39a61 + 8f8ccc945); preserves dev README commits (#83). No file changes.
