## Summary
This PR adds support for updating pull mirror authentication via the
repository edit API and UI.
It introduces new mirror authentication fields in _EditRepoOption_,
updates the API logic to safely handle partial credential updates, and
fixes the web settings flow so that the existing remote username is
preserved when only the password is changed.
### What changed
- added _auth_username_, _auth_password_, and _auth_token_ to
EditRepoOption
- updated the repository edit API to apply mirror auth changes via
_updateMirror_
- preserved existing username/password when only part of the auth
payload is provided
- used oauth2 as the default username when _auth_token_ is provided
- kept stored mirror URLs sanitized in DB and API responses
- updated Swagger schema for the new API fields
- added API integration tests for password-only and token-only updates
- added a web settings test to ensure username preservation on partial
updates
## Why
Some use cases require automated synchronization of pull mirrors, for
example in CI/CD pipelines or integrations with external systems.
At the same time, many organizations enforce security policies that
require periodic token rotation (e.g., monthly).
Currently, mirror credentials can only be updated via the UI, which
makes automation difficult.
## This change enables:
- automated token rotation
- avoiding manual updates via the UI
- easier integration with secret management systems
## Testing
- added integration coverage for mirror auth updates via _PATCH
/api/v1/repos/{owner}/{repo}_
- added web settings tests for password-only updates preserving the
existing username
## Result

By the way, remove `(ctx *APIContext) HasAPIError() ` and `(ctx
*APIContext) GetErrMsg()` because they do nothing, the error handling
has been done in API's middeware

When creating a repo, the "FORCE_PRIVATE" config option should be
respected, `readonly` doesn't work for checkbox, so it should use
`disabled` attribute.
Since `modules/context` has to depend on `models` and many other
packages, it should be moved from `modules/context` to
`services/context` according to design principles. There is no logic
code change on this PR, only move packages.
- Move `code.gitea.io/gitea/modules/context` to
`code.gitea.io/gitea/services/context`
- Move `code.gitea.io/gitea/modules/contexttest` to
`code.gitea.io/gitea/services/contexttest` because of depending on
context
- Move `code.gitea.io/gitea/modules/upload` to
`code.gitea.io/gitea/services/context/upload` because of depending on

Mixing different Gitea contexts together causes some problems:
1. Unable to respond proper content when error occurs, eg: Web should
respond HTML while API should respond JSON
2. Unclear dependency, eg: it's unclear when Context is used in
APIContext, which fields should be initialized, which methods are
necessary.
To make things clear, this PR introduces a Base context, it only
provides basic Req/Resp/Data features.
This PR mainly moves code. There are still many legacy problems and
TODOs in code, leave unrelated changes to future PRs.
When attempting to migrate a repository via the API endpoint comments
are always included. This can create a problem if your source repository
has issues or pull requests but you do not want to import them into
Gitea that displays as something like:
> Error 500: We were unable to perform the request due to server-side
problems. 'comment references non existent IssueIndex 4
There are only two ways to resolve this:
1. Migrate using the web interface
2. Migrate using the API including at issues or pull requests.
This PR matches the behavior of the API migration router to the web
migration router.

When migrating a repository (from GitHub) using the API (**POST** `repos/migrate`), the Code Indexer is not updated. Searching in the user interface will not return any results.
When migrating the same repository using **+/New Migration** in the web interface, the search index is updated and searching works as expected.
Caused by the fact that object `repo` is never updated with the migrated repo so `setting.Indexer.RepoIndexerEnabled && !repo.IsEmpty` in `modules/notification/indexer/indexer.go:NotifyMigrateRepository` always evaluates to `false`.
Tested with gitea:1.16.1, MariaDB:10, Breve in `Run Mode: Dev`.

Rename`[repository]` `DISABLE_MIRRORS` to `[mirror]` `DISABLE_NEW_PULL` and add `ENABLED` and `DISABLE_NEW_PUSH` with the below meanings:
- `ENABLED`: **true**: Enables the mirror functionality. Set to **false** to disable all mirrors.
- `DISABLE_NEW_PULL`: **false**: Disable the creation of **new** mirrors. Pre-existing mirrors remain valid.
- `DISABLE_NEW_PUSH`: **false**: Disable the creation of **new** push mirrors. Pre-existing mirrors remain valid.

Use [chi](https://github.com/go-chi/chi) instead of the forked [macaron](https://gitea.com/macaron/macaron). Since macaron and chi have conflicts with session share, this big PR becomes a have-to thing. According my previous idea, we can replace macaron step by step but I'm wrong. :( Below is a list of big changes on this PR.
