1. Fix the "flash message" layout problem for different cases
* I am sure most of the users should have ever seen the ugly
center-aligned error message with multiple lines.
2. Fix inconsistent "Details" flash message EOL handling, sometimes
`\n`, sometimes `<br>`
* Now, always use "\n" and use `<pre>` to render
3. Remove SanitizeHTML template func because it is not useful and can be
easily abused.
* But it is still kept for mail templates, for example:

By the way: cleaned up some devtest pages, move embedded style block to

Any user with **read access** to a comment can now copy its raw markdown

## Problem
When CODEOWNERS automatically assigns reviewers to a pull request, the
timeline incorrectly shows the PR author as the one who requested the
review (e.g., "PR_AUTHOR requested review from CODE_OWNER"). This is
misleading since the action was triggered automatically by CODEOWNERS
rules, not by the PR author.
## Solution
Store CODEOWNERS attribution in comment metadata instead of changing the
doer user:
- Add `SpecialDoerName` field to `CommentMetaData` struct (value:
`"CODEOWNERS"` for CODEOWNERS-triggered requests)
- Pass `isCodeOwners=true` to `AddReviewRequest` and
`AddTeamReviewRequest` functions
- Template can check this metadata to show appropriate attribution
message

Dear Gitea team,
first of all, thanks for the great work you're doing with this project.
I'm planning to introduce Gitea at a client site, and noticed that while
there is time recording, there are no project-manager-friendly reports
to actually make use of that data, as were also mentioned by others in
#4870#8684 and #13531.
Since I had a little time last weekend, I had put together something
that I hope to be a useful contribution to this great project (while of
course useful for me too).
This PR adds a new "Worktime" tab to the Organisation level. There is a
date range selector (by default set to the current month), and there are
three possible views:
- by repository,
- by milestone, and
- by team member.
Happy to receive any feedback!
There are several possible future improvements of course (predefined
date ranges, charts, a member time sheet, matrix of repos/members, etc)
but I hope that even in this relatively simple state this would be
useful to lots of people.

This PR cleans up the "Deadline" usages in templates, make them call
`ParseLegacy` first to get a `Time` struct then display by `DateUtils`.
Now it should be pretty clear how "deadline string" works, it makes it
possible to do further refactoring and correcting.
1. There are already global "unit consts", no need to use context data, which is fragile
2. Remove the "String()" method from "unit", it would only cause rendering problems in templates

- Remove all jQuery except the necessary fomantic dropdown init
- Remove the recursion, instead bind event listeners to common parent container nodes

3. Make sure the test strings have trailing spaces explicitly, to avoid
some IDE removing the trailing spaces automatically.
We have to define this one in helpers.css because tailwind only
generates a single class but certain things rely on this being
double-class. Command ran:

There was only once instance of `tw-content-center` before that PR, so I
just ran below command and reverted that one instance.

The value passed into "attachments" sub-template is from
"RedneredContent", so use the same name for consistent. And it makes
readers easy to know its data type.
This PR touches the most interesting part of the "template refactoring".
1. Unclear variable type. Especially for "web/feed/convert.go":
sometimes it uses text, sometimes it uses HTML.
2. Assign text content to "RenderedContent" field, for example: `
project.RenderedContent = project.Description` in web/org/projects.go
3. Assign rendered content to text field, for example: `r.Note =
rendered content` in web/repo/release.go
4. (possible) Incorrectly calling `{{Str2html
.PackageDescriptor.Metadata.ReleaseNotes}}` in
package/content/nuget.tmpl, I guess the name Str2html misleads
developers to use it to "render string to html", but it only sanitizes.
if ReleaseNotes really contains HTML, then this is not a problem.
Some specific events on Gitlab issues and merge requests are stored
separately from comments as "resource state events". With this change,
all relevant resource state events are downloaded during issue and merge
request migration, and converted to comments.
This PR also updates the template used to render comments to add support
for migrated comments of these types.
