## TIER 0 — Immutable (never changes, never deleted)

## TIER 1 — Structural constants (named, eternal)

## TIER 2 — The one mechanism

**Accumulate → decay → cross threshold → consolidate.**
Everything in §9 is this engine instantiated with different clocks,
geometries, and thresholds. If a new mechanism appears beside it, the
design is broken.

## TIER 3 — Load-bearing hypotheses and principles

## TIER 4 — Tunable data (NOT constant)

Decay clocks, learning rates, thresholds, capacities — all registered
relationships (`hebbian.cool-off`, `validity.fade`, …), owned by their
dimensions, revisable with logged reasons. See PARAMETER-REGISTRY.md.
