Two fixes:

  1. Dockerfile.stage: add rebuild date comment (non-asset diff to trigger full build)
  2. stage.yaml: when CHANGED is empty (workflow_dispatch) or unknown, force asset_only=false to avoid failing on missing stage-latest image
