+## TIER 0 — Immutable (never changes, never deleted)
+

+## TIER 2 — The one mechanism
+
+**Accumulate → decay → cross threshold → consolidate.**
+Everything in §9 is this engine instantiated with different clocks,
+geometries, and thresholds. If a new mechanism appears beside it, the
+design is broken.
+
+## TIER 3 — Load-bearing hypotheses and principles
