# LOAD-BEARING — everything we treat as constant or structural

One page. Everything tonight's design holds fixed, in one place, so it

can be checked twice.

## TIER 0 — Immutable (never changes, never deleted)

## TIER 2 — The one mechanism
|

|
||
**Accumulate → decay → cross threshold → consolidate.**
|
||
Everything in §9 is this engine instantiated with different clocks,
|
||
geometries, and thresholds. If a new mechanism appears beside it, the
|
||
design is broken.
|
||
|
||
## TIER 3 — Load-bearing hypotheses and principles
|
||
|

## TIER 4 — Tunable data (NOT constant)

Decay clocks, learning rates, thresholds, capacities — all registered
|
||
relationships (`hebbian.cool-off`, `validity.fade`, …), owned by their
|
||
dimensions, revisable with logged reasons. See PARAMETER-REGISTRY.md.
